.I found two links in the Chinese LoL website. One is for his abilities and one is for his background story. I am not going to bother translating the story but I will translate the abilities. Please remember that this could be fake, however it does look possible so I am just translating what I see.

Passive: Hextech electricity(energy?): Every time Jayce transform, he gain 40 bonus MS and ignores unit collision for 1.25 second.
Acceleration Gate - Jayce summon a gate boosting the MS of all friendly champions passing through the gate. If shock blast goes through the gate, it gains increased damage/range/projectile speed.
Hyper Charge- Jayce charge energy and gain max(not sure on this one, it just says the attack speed increases to its limits), the buff goes away after a few attacks.
Mordin hammer: Transform the Mordin cannon into the Mordin hammer, gains passive armor and magic resist with new abilities.
Mordin cannon: Transform the Mordin hammer into the mordin cannon, gaining new abilities and range increase.
Static Field: Passive: Gain mana when Jayce auto attacks an unit.
Active: Create a static field doing DoT damage to surrounding enemies.
Thundering Blow - Does magic damage based on X% of target's max hp, knocks away the target.
To the Skies - Jump to target area, deals physical damage and apply slows to surround enemies.
This is a very crude translation and I have to make up the names, but you should get the gist.
PS: I know there is no ability called shock blast, but the name is definitely different from all the abilities listed in Chinese. So I just translated what is written.
PPS: Shock blast could be any of his abilities instead of a specific one.
EDIT: I am really sorry on this one, I added the QWER for my own benefit to organize my thoughts. They are actually not listed in the original article so the skill order can be completely different.
EDIT2: Redid some of the names based on the comments. Credit goes to Pabro. Here is his speculation which makes sense to me.
In sound files weapon changing states as champion ultimate. Basically this kit fits to my speculations. Probably he will have level 1 ultimate, like Karma. I think that is most probable because of his passive. If this skills are real so his kit should look:
Q - Thundering Blow / Shock Blast
W - To the Skies / Acceleration Gate
E - Static Field / Hyper Charge
R - Deformation: Mercury (?) Hammer/Cannon Skill names based on sound files.
PS On that site we can find his background story ????? ?ö? - - League of Legends - LOL? - LOL??? - ? -(LOL.UUU9.COM) Edit 'energy pulse' probably equals to Shock Blast, it seems to be a skill shot. In sound files are 2 version of this skill - "JayceShockBlastMis" and "JayceShockBlastWallMis" - screen.
I am leaving Mordin in there because it is more awesome than Mercury.

Some possible changes to Quicksilver sash might be coming
There's been some talk about changes to QSS. One of the changes being discussed is getting rid of the ability to remove suppression though this is still obviously undergoing testing and may not happen. If it did happen however I feel it would probably be enough to push him back into being played in tournament play. He really isn't far off (you still see him occasionally) and I feel QSS is his biggest limiter since he is so strongly countered by this item. The obvious downside to the change is it would remove any real element of counterplay to malzahar.
Possible change to viktor's gravity field's graphic effect
It is rather hard to distinguish an enemy viktor's gravity field from an allied one, any chance of changing this?
This seems like an incredibly reasonable request. I'll pass it along to our VFX guys, they are a bit slammed atm, but I'll add it to their backlog. This seems like it would be a relatively easy fix.
Singed Poison Trail Recolour would be fine too!

Riot is looking for ways to improve dominion's point system
So Black Flamingo touches on something that I'm trying to hit, which is the underlying motivation behind player action in Dominion.
On Summoner's Rift, the win condition is to destroy the enemy Nexus. On Dominion, the win condition is to bring your enemy's points down to 0.
On Summoner's Rift, the primary objective is to take down turrets and inhibitors. On Dominion, the primary objective is to control capture points.
On both maps, champion kills are a secondary objective in that they clear the way to accomplish your primary objective. However, on Dominion, the value of the secondary objective is diminished due to a decreased ratio of active-to-passive rewards, modified spawn system, and proliferation of Summoner Revive.
Players new to Dominion fail to grasp this fact, but we run into a causation issue if we try to blame this on the point system, as the point system may either be the motivator OR the (ex post facto) justification behind the behavior. A rehaul to the point system that rewards positive actions more closely tied to the primary objective would hence attack the system as a motivator, and at least remove it as improper justification. For example, a good start would be to grant points for every enemy capture cancelled, then grant stacking points for additional captures within a short timeframe to emphasize the importance of capture over kill.
