I'm guessing it's not in the game yet.

I'm actually a little disappointed in how little Engineering stuff actually made it into the game. I'm hoping they've got a lot more planned and they're just waiting to put in some kind of daily system or something for it and just hadn't finished in time.

After checking and double-checking all the engineering NPCs, I can verify that this is not currently in the game.

Most likely you'll learn this by talking to goblin next to the portal once your eng. skill is 350.

For those who, like me, misguidedly assumed he'd be next to the engineering trainer and supplier, he's not! Its taught by Kablamm Farflinger, who you'll find at 33,64 next to the teleporter.
