El correo es de otra cosa
Fras Siabi se sumonea clickeando una caja de tabaco que hay en el piso:

- One member in the group opened the tobacco box before I got there (....)

- This NPC can be found as soon as you enter Stratholme. Head down the street clearing everything as you go to the left right and center. Once done head left and keep clearing as you go, turn left again up into the dead end with the fountain (clear everything) the tobacco box can be seen sparling off to the right. As soon as you click it he will appear and call everything you did not already kill, hence the clearing.
